Under Crawford v. Marion County Election Board, mail-in voting rules face Anderson/Burdick balancing: voter burden weighed against government justifications. That case upheld Indiana's voter-ID law because the burdens were modest and the state's fraud and confidence interests were sufficient without proof of actual fraud. A court blocking these postal restrictions concluded the balance tips against them.
